【摘要】:Thistestmethodprovidesastructuredproceduretoestablishapenetrationratingforperimeterbarrierssubjectedtoavehicleimpact.Knowingthepenetrationratingprovidestheabilitytoselectanappropriatebarrierforsite-specificconditionsaroundafacility.Thebarrierpenetrationratingdoesnotimplythatabarrierwillperformasratedinallsiteconditions,approachroutes,andtopography.Also,onlysingle-specimentestsataspecifiedimpactlocationarerequiredbythistestmethod,andtherefore,notallpointsofimpactcanbetestedandvalidatedforthepenetrationrating.Otherimpactlocationsmayresponddifferently.1.1Thistestmethodprovidesarangeofvehicleimpactconditions,designations,andpenetrationperformancelevels.Thiswillallowanagencytoselectpassiveperimeterbarriersandactiveentrypointbarriersappropriateforuseatfacilitieswithadefinedmovingvehiclethreat.Agenciesmayadoptandspecifythoseconditiondesignationsandperformancelevelsinthistestmethodthatsatisfytheirspecificneeds.Agenciesmayalsoassigncertificationratingsforactiveandpassiveperimeterbarriersbasedonthetestsandtestmethodologiesdescribedherein.Manytestparametersarestandardizedtoarriveatacommonvehicletypeandmass,enhancetestrealismandreplication,andproduceuniformratingdesignations.1.2Compliancewiththesetestproceduresestablishesameasureofperformancebutdoesnotrenderanyperimeterbarrierinvulnerabletovehiclepenetration.Cautionshouldbeexercisedininterpretingtestfindingsandinextrapolatingresultstootherthantestconditions.Whilecomputersimulationsarepowerfultoolsthatareusefulinthedevelopmentofnewandimprovedbarriersorinestimatingperformanceunderdifferingconditions,useofonlytheresultsfromcomputersimulationforfieldingaproductisstronglydiscouraged.Whenperformingatest,developersandusersareencouragedtoaddressspecificorunusualsiteconditionsasneeded.Oftenlocalterrainfeatures,soilconditions,climate,orotheritemswilldictatespecialneedsatspecificlocations.Therefore,ifsiteconditionsarelikelytodegradeabarriersperformance,theagencyinneedofaperimeterbarriershouldrequiretestingwiththespecificsiteconditionsreplicatedforfull-scalecrashtesting.1.3Product/designcertificationunderthistestmethodonlyaddressestheabilityofthebarriertowithstandtheimpactofthetestvehicle.Itdoesnotrepresentanendorsementoftheproduct/designoraddressitsoperationalsuitability.1.4ThevaluesinSIunitsaretoberegardedasthestandard.Thevaluesshowninparenthesesareforinformationonly.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesandtodeterminetheapplicabilityofregulatorylimitationspriortouse.
